Established in 1988, Sichuan Provincial Maternity and Child Health Care Hospital is a non-profit institution directly under the Sichuan Provincial Health Commission and is the affiliated maternal and child hospital of Chengdu Medical College. It is a grade A tertiary maternal and child healthcare hospital that integrates medical treatment, healthcare, public health management, teaching, scientific research and training. The Sichuan Provincial Institute of Maternal and Child Health and Family Planning, the Sichuan Provincial Prenatal Diagnosis Center, the Sichuan Provincial Newborn Disease Screening Center and the Sichuan Provincial Children’s Medical Center are all located in Sichuan Provincial Maternity and Child Health Care Hospital.The hospital has 949 employees, including 161 employees with deputy senior professional titles or above and 177 employees with master's degrees or above. The hospital's existing business buildings cover a total construction area of 63,000 square meters. It also has a plan for 600 beds and also plans to build a new campus with 800 beds in Tianfu New Area with the support of the Provincial Party Committee and the Provincial Government.

The hospital is a national demonstration base for early childhood development, a provincial postdoctoral innovation practice base, a gynecological laparoscopy training base of the Chinese Medical Association and a training base for cervical lesion prevention and treatment of the Chinese Preventive Medicine Association. It is also a national standardized training base for obstetrics and gynecology and pediatric resident doctors, one of the first batch of standardized training bases (pilot) for pharmacists and nurses in Sichuan Province, and a teaching practice base for Sichuan University and other medical schools.

Dr. Chen is an academic and technical leader in obstetrics and gynecology of the Sichuan Provincial Health and Family Planning Commission, as well as a "Western Light" visiting scholar granted by the Organization Department of the CPC Central Committee. He is currently the Director of the Departments of General Gynecology and Oncology, as well as the Director of the Departments of General Gynecology and Pelvic Floor/ Urology at the Sichuan Provincial Maternity and Child Health Care Hospital. He is also one of the first batch of “Health Guardians in the New Era” in Sichuan Province.

Dr. Chen received his bachelor’s degree from Sichuan Medical University and his master’s degree in management from the University of South Australia. He has been engaged in clinical work for nearly 30 years and is now a member of the Expert Committee of Integrative Medicine and Obstetrics and Gynecology of the Chinese Preventive Medicine Association, and the Vice Chairman of the Pelvic Floor Disease Prevention and Treatment Committee of the Sichuan Provincial Preventive Medicine Association. He is a young standing member of the Minimally Invasive Treatment Expert Committee of the China Maternal and Child Health Association, a member of the Sichuan Provincial Medical Doctor Association in Obstetrics and Gynecology, and a member of the Oncology Group of the Obstetrics and Gynecology Society of the Sichuan Provincial Medical Association. He is also a member of the Sichuan Provincial Anti-Cancer Association, the Reproductive Society and the Continence Group of the Sichuan Provincial Medical Association. He has published more than 40 papers, including more than 20 papers in Class A professional core journals, and has obtained two national utility patents.
